As the elected representative of PP-183 Kasur-IX and serving as the Provincial Minister of School Education in Punjab, my mission is rooted in transformative leadership and unwavering dedication to the educational uplift of our province.
My journey in public service began with a vision: to bridge the gap between promise and delivery, to ensure every child in Punjab has access to quality education, and to build a system that nurtures talent regardless of socioeconomic background.
Through the platform provided by the Pakistan Muslim League (N), I have championed numerous initiatives focused on infrastructure development, teacher training programs, technological integration in classrooms, and scholarship schemes for deserving students.

Born on 18 February 1987 in Phool Nagar, Kasur District — a town that carries a historic legacy. The name "Phool Nagar" itself is said to derive from his grandfather, Rana Phool Muhammad Khan, underscoring how deeply his family roots run in this land.
He comes from one of Punjab's most prominent political dynasties. His father, Rana Muhammad Hayat Khan, is a serving MNA from NA-134 Kasur-IV, and his uncle, Rana Muhammad Iqbal Khan, served as both Speaker of the Punjab Assembly and Governor of Punjab — a lineage of governance that shaped his early outlook on public service.
Despite being raised in a political household, he spent his formative teenage and young adult years away from home — nearly 16 years dedicated to education and international exposure — before returning to serve his community directly.
Completed his higher secondary education at one of Pakistan's most prestigious institutions, building the foundation for academic excellence and leadership.
Graduated with a BSc degree from Canada, gaining international perspective and exposure to modern governance and education systems.
Selected for the prestigious International Visitor Leadership Program by the US State Department — a program for emerging global leaders in governance and public policy.
After years abroad, returned home at the call of his family. Within months, transitioned into active politics — bringing international knowledge home to serve Punjab.
Born into the prominent Rana political family of Kasur District, Punjab.
Graduated from Lahore's historic Aitchison College.
Completed bachelor's degree in Canada, spending ~16 years outside home for studies and exposure.
Returned home and assisted his father Rana Muhammad Hayat Khan's campaign in the 2013 General Elections.
Became Chairman of Kasur District Council — one of Pakistan's youngest ever mayors. Within his two-year tenure, he transformed Kasur's education ranking from 17th–18th in Punjab all the way to #1 in Punjab.
Elected to the Punjab Assembly from his home constituency on the PML-N ticket in the February 2024 General Elections.
Sworn in as Punjab's Provincial Minister for School Education in Chief Minister Maryam Nawaz's cabinet. Later also given additional charge of Higher Education.

Launched the comprehensive Honhaar Scholarship initiative, providing financial support and laptops to thousands of deserving students across Punjab's public universities, including specialized programs at UVAS Lahore.
Oversaw the rollout of smart classrooms with interactive displays, digital libraries, and technology-enabled learning environments across government schools in Punjab.
Led the expansion of STEM clubs and dedicated science labs in high and higher secondary schools across Punjab to strengthen hands-on learning in science, technology, engineering, and mathematics.

Sworn into Chief Minister Maryam Nawaz's cabinet on 6 March 2024 as Provincial Minister for School Education. Later given additional charge of Higher Education (September 2024), overseeing Punjab's entire education stack.
As Chairman (Mayor) of Kasur District Council at just 28 years old — one of Pakistan's youngest ever mayors — he transformed Kasur's district education ranking from 17th–18th place in Punjab to #1 in the entire province within his two-year term.
Elected Chairman of Kasur District Council in May 2015 at the age of 28, making him one of the youngest district mayors in Pakistan's history. His tenure set a benchmark for youth-driven, results-oriented governance at the grassroots level.

Fostering collaboration between Pakistani pre-engineering colleges and Korean institutions. Students completing the government-funded Korean language course are sent to South Korea on fully funded scholarships.
Addressing the ceremony at University of Veterinary and Animal Sciences (UVAS) Lahore, announcing scholarships and laptop distribution for DVM students. This initiative represents the government's commitment to empowering the next generation of professionals through education and technology access. The Honhaar program aims to support talented students from across Punjab, ensuring that financial constraints do not hinder academic excellence.
Minister Rana Sikandar Hayat held a high-level meeting with Prof. Dr. Zaib-un-nisa Hussain, Vice-Chancellor of University of Home Economics Lahore. The discussion centred on improving the quality of education and ensuring a brighter future for female students. During the same engagement, 116 students received Honhaar Scholarship cheques, and announcements were made regarding two electric buses for UHE students and an upcoming laptop distribution drive.
Insightful meeting between Rana Sikandar Hayat, Provincial Minister for School and Higher Education Punjab, and Ibrahim Hasan Murad, President of the University of Management and Technology (UMT). Discussion focused on governance of public sector universities, education reforms, scholarships, and the laptop scheme. The Minister appreciated Ibrahim Murad's remarkable contributions to UMT's development and stability. Special mention of UMT's pioneering launch in the Metaverse. Book titled "Ilm Amal Zindagi" was presented to the Minister.
Meaningful one-to-one conversations remain an essential part of public service. This university engagement reflects a hands-on approach to understanding concerns, hearing ideas directly, and keeping education policy connected to the people it is meant to serve.
Punjab Education Minister Rana Sikandar Hayat visited Allah Walay Mega Kitchen along with his team, where he met Mr. Shahid Lone, Chairman of Allah Walay Trust. He was highly impressed by the facility's capacity to prepare meals for 75,000 people in just 2 hours. The Minister appreciated the Trust's excellent services, especially the School Meal Program, and expressed his commitment to collaborate with Allah Walay Trust in the future for the betterment of students and society.
Under the visionary leadership of Rana Sahib, this landmark initiative extends digital resources to 10,000 deserving students across private educational institutions for the first time. By providing high-quality laptops, we are bridging the digital divide and ensuring that merit is rewarded with the tools necessary to excel in today’s technology-driven world.
In a powerful gesture of confidence in public education, Minister Hayat enrolled his son alongside children of teachers and school staff. "I am proud that my son studies alongside the children of our Naib Qasids and teachers," he stated publicly.
Participated in the Punjab Education Sector Plan 2025–2030 strategic workshop, collaborating with key stakeholders under the vision of Chief Minister Punjab Maryam Nawaz Sharif to chart a five-year roadmap for transformative education reform.
Met with a Korean delegation at University of Home Economics Lahore to discuss fostering collaboration with Pakistani pre-engineering colleges. Under this initiative, students who completed the free Korean language course were sent to South Korea on government scholarships.
